Move-in/Connect or Transfer Utility Service
You can activate and transfer utility service by calling 1-844-685-6349.
The City of Copperas Cove provides water, sewer, drainage and solid waste services. Requests for service must be completed by calling 1-844-685-6349.
To establish your utility services we require the following documentations be emailed to CopperasCove.Support@gwfathom.com referencing your name and service address.
A). A government issued photo ID.
B). Proof of ownership or lease of the property.
C). Applicants must be submitted by the responsible party verified though the photo ID and the property documentation. Parents, siblings or any other interested party cannot activate service on behalf of another person unless they have a valid POA (POWER OF ATTORNEY) in addition to documents listed in Section B. for both the attorney in fact and the account holder.
All move-in/connections require a deposit based on the services provided. The amount of your deposit is determined by your account classification and water meter size. Click here to view the deposit fee schedule.
All transfers require a $25.00 service charge that is billed on the last bill of the old address. You may have your utility service connected at both residences for no more than 10 business days.
Property owners and managers are eligible to participate in the Blanket Deposit program. Contact Utility Administration at 1-844-685-6349 for more information.
If the water service is currently off, it is the responsibility of the resident to make sure that all water sources inside or outside of the home are off at the time the water is turned on. If the water meter shows that a water source is on, it will be turned off to avoid any flooding.
The City of Copperas Cove is not responsible for any damages caused by flooding due to the negligence of the resident.

The billing processed followed by the City’s Utility Administration Department is specifically set out by ordinance adopted by the City Council. If you wish to review these procedures as they are laid out by local legislation, you may obtain a copy of the ordinance through the City Secretary’s office or from the Internet at municode.com
Water meters are read digitally. Each cycle has 15 days from the Billing Date printed on the bill to pay the Total Due. If payment is not received before 8:00 a.m. on the 16th day a 5% penalty will be assessed. This 5%, which does not exceed $5.00, is included in the Total Due presented on your bill.
Each cycle has 25 days from the Billing Date to pay the Total Due by the second due date including the 5% penalty. If payment is not received before 8:00 a.m. on the 26th day, a late charge of $25.00 is assessed and the account is subject to disconnection.
Any previous balance is subject to disconnection. A $100.00 unauthorized user fee may be charged for any tampering with city utilities owned or maintained by the City. A $30.00 re-connection fee will be charged when service is disconnected for non-payment.

All credit and debit card payments will be charged a 2.8% processing fee.

The Utility Administration Department, in partnership with FATHOM Global Water Management, is responsible for the billing and collection of water, sewer, drainage, and solid waste receivables in a timely and accurate manner. Our mission is to provide professional customer service at all times, and to provide accurate and timely services to the citizens of Copperas Cove for billing questions, concerns, connects, disconnects, and transfers.
